In September 2023, at the Tyumen Industrial University (Tyumen, Russia) at the Higher School of Digital Technologies, a meeting of the Chief Researcher E-Tech Hub, PhD, Associate professor Zhakipbayev B.Ye. with doctor of sociological sciences, professor, head of the Department of Business Informatics and Mathematics Barbakov O.M.

During the meeting, a fundamental agreement and agreement was obtained on issues of mutually beneficial cooperation in the field of digitalization on all tracks of educational and scientific-research activities.

For your information, the Higher School of Digital Technologies of TIU started in september of this year. It united seven areas of training specialists in the field of information technology. Students will study computer science and programming, as well as applied disciplines such as databases, artificial intelligence, machine learning, administration and maintenance of information systems. In this case, 50% of the educational process will be given to practice.


It should be noted that in his september address, the President of the Republic of Kazakhstan pointed out the increased relevance of issues of digitalization and innovation, turning Kazakhstan into an IT-country. There are already achievements in the field of digitalization in Kazakhstan (among the world leaders in the e-government and fintech development index). The export volume of the domestic IT industry may reach $500 million by the end of this year. The government’s new goal is to increase the export of IT services to one billion dollars by 2026. This will be facilitated by the opening of joint ventures with large foreign IT companies. The use of artificial intelligence (AI) technologies requires special attention. It is predicted that over one trillion dollars will be invested in this area in the world over the next few years. Successful development of this sector can provide significant GDP growth. If we fully use the capabilities of artificial intelligence, we will be able to make a qualitative leap towards the knowledge economy. It is necessary to establish cooperation with leading international companies and universities. The initiative to develop the Law “On Science and Technology Policy” should reflect the logic of economic development based on science and innovation. Effective measures are needed to support private initiatives to create innovation infrastructure – business incubators, engineering and technology hubs, commercialization centers, technology parks and design bureaus. Successful foreign experience should be used.
